Dear Joint Constitutional Review Committee,
I'm reaching out as a Ward Committee member in Ward 75, City of Tshwane, Region 2, to express my concerns and frustrations regarding several issues.
Deprivation of Out-of-Pocket Expenses
We, as Ward Committee members, have been denied our out-of-pocket expenses, which is a stipend paid to us for our voluntary services . This has hindered our ability to effectively perform our duties.
Undermining of the Municipal System Act
Furthermore, we believe that the Municipal System Act is being undermined, as we are being misled and not provided with accurate information. This lack of transparency has led to confusion and mistrust among community members.
Restrictions on Ward Committee Powers
Section 16 (d) of the National Ward Committee Act states that we, as Ward Committee members, may act as resources for NGOs and NPOs. However, when we attempt to perform our duties in consultation with the Office of the Speaker, we are blocked . This restriction on our powers has limited our ability to effectively serve the community.
Call to Order and Limitation of Councillor Powers
We kindly request that Ward 75 Councillor be called to order and that her powers be limited, as she has deprived us of our duties and powers as Ward Committee members.
Request for Review and Investigation
Lastly, we plea that the Commissioner be mandated to review the municipality of Region 2 and the Ward Councillors of the region, as the National Ward Committee Act has been undermined by the administration of the Ward Committee responsible for Ward 75 and Councillor Mahlangu.
We hope that our concerns will be taken seriously and addressed promptly.
