Dear Portfolio Committee on Higher Education,

RE: REQUEST FOR A DEBATE ON THE DSRM UNIVERSITY OF TECHNOLOGY

PURPOSE:
To request the North West Provincial Legislature to debate on the possibility of the
establishment of the University within the Dr Ruth Segomotsi Mompati District as we
believe that bringing the University closer to our rural community, we will be able to make an impact with regard to decolonizing and decommercialization of higher and tertiary Education within the Country in order to benefit the rural black child.

Kagiso Kai Foundation believes that with a vast District and the rurality thereof, we will be able to tap into the education opportunity in order to build a better lives for our people by bringing the University of Technology closer in order to assist the government to deal with the triple challenges our country is facing, And we believe by giving our rural community education, some might be organizations that will be able to create jobs through innovative ideas after acquiring quality education.

BACKGROUND:

. National Plan for Higher Education:
 The Department of Higher Education and Training has also developed a National Plan for Higher Education which outlines strategies and timeframes for the development and expansion of the higher education system.
 This plan emphasizes the importance of a balanced production of graduates in
different fields, aligning with labor market trends and addressing the need for high level skills for social and economic development.

CHAPTER 3

PUBLIC HIGHER EDUCATION INSTITUTIONS

Establishment of public higher education institutions
20. (1) The Minister may, after consulting the CHE, by notice in the money appropriated for this purpose by Parliament, establish a university, college.
(2) Notwithstanding subsection (1), a university may also be established by an Act of
Parliament and when so established it is deemed to be a public higher education institution established under this Act.
(3) The notice contemplated in subsection (1) must
(a) the date of establishment of the institution;
(b) the type and name of the institution; and
(c) the physical location and official address of the institution.
(4) Eve~ public higher education institution established, deemed to have been established or declared as a public higher education institution under this Act, is a juristic person.
(5) Notwithstanding subsection (4), a public higher education institution may not, without the concurrence of the Minister, dispose of or alienate in any manner, any immovable property acquired with the financial assistance of the State or grant to any person any real right therein or servitude thereon.

RECOMMENDATIONS:

That the North West Provincial Legislature look into the opportunity as presented and
debate to submit to the National Assembly for further deliberations.
