- The proclamation of Tribal Authorities which affects Land claims.

Dear Portfolio Committee on Agriculture,
I'm writing as a chairperson of the Thlaping community (Elandsdoorn 56js Ref:2239) We have lodged a land claim in 1999 which was approved in 2007 according to the submission of section 42D,
we opted for land restoration which later transpired through the Provincial State Land Disposal Committee processes that portion 2 which we opted for is a state land but proclaimed under the Tribal Authority in terms of Notice 1068/1967 in 2001 that was during the process of the claim .
This brought divisions, confusion and frustration amongst the claimants and the DARLLD officials in (Mpumalanga) encouraged them to opt for monetary compensation, where there was no eligible proper work shops for the claimants and most of the claimants were conviced for financial compensation and today those people squandered all their shares and now they are feeling betrayed because of the valuation report properties falling within the area conducted are out of the equation and few who reliade on land restoration and development were promised to get an alternative land from state property management in surrounding areas but failed us, there is approximately 700 000 of land issued but we can't got non.
We also engage them on upgrading of the land tenure rights act 112 of 1991 to provide for the upgrading and conversion into ownership rights granted in respect of land, for the transfer of Tribal land in full ownership to tribes and for matters connected there with :
Schedule 2 of the upgrading of Land tunure. The rights to the occupation of land :
1.(Any permission to occopy any allotment within the meaning of the Black Areas Land Regulation, 1969 (proclamation No. R 188 of 1969)
2.Any right to the occupation of Tribal land granted under the indigenous law or customs of tribe in question.
3.Any permission granted in terms of regulation 5(1) of the irrigation schemes Control Regulations, 1963 (Proclamation No. 5of 1963), to occupy any irrigation and residential allotment
We are confused and frustrated about this acts which are not implemented as community who pleads for your assistance for tittle aquasition and development purposes.
