If the MEC of health in gauteng is the one who is supposed to deal with stipends and is not saying anything or doing anything regarding the clinic committees in gauteng even her staff is avoiding and hiding behind this NHI business than I don't know, eventually people will resign from these things and whose to be blamed for community participation will be very low
