I want to, if I may share an idea on how to reduce sabotage. I am of the meaning that most breakdowns are caused by sabotage to ensure extra work.

The idea is to identify people who have the desired skills to repair most, if not all causes of a breakdown and be able to repair such breakdowns. Then, instead of using the current contractor, use the alternative as mentioned. This will lure the culprit to lodge complaints or even try to intimidate, this will also assist to aprehend such thiefs.
