Dear Portfolio Committee on Higher Education,

The Mail serve the concern and worry of how things are run and hidden at the Department, I have reported corruption and abuse of power by the Deputy Minister Buti Manamela to Deputy Minister Dr Mimmie Gondwe, in the letter sent to her outlined the power management of FET colleges and other education examinations held by the FET,

1. Rostec FET College, EDUSA, Gauteng Central College, is owned by Ugandan Philip Karura, operating in South Africa, Pretoria, Majority of employees and heads of Departments are Foreign Nationals which most of the have no Asylums, Work Permits, and Passports

2. Employees were not registered with Labour Department for UIF, yet employer was deducting from their monthly salaries, Until I report at Labour Department on the 31 August 2024, where I was suspended and accused of Sexual Harassment, where I approached CCMA and employer was ordered to pay me for the final months of my contracts

3. Labour Department raid Rostec and found that Employees were not registered for UIF on the 25th October 2025, meaning since colleges existence no employees were registered for UIF, which according to the Law is a criminal case,

4. Labour Department failed to file criminal charges against the owner and the Manager

5. on the 17 November 2024 Students were assisted during final Examination for Municipal Administration N5 which was reported to Mr. Ramatlo at Basic Education in Person.

I have audio of the meeting I had with Deputy Minister Dr Gondwe regarding this matter; the challenge is that Deputy Minister Buti Manamela attended the Graduation Ceremony where students with outstanding subjects graduated from Rostec College and Mr. Ramatlo was informed but didn't make any enquiry even after being served with list of those students
