Dear Portfolio Committee on Public Works and Infrastructure,
I trust this message reaches you in good health and high spirits. I am writing to you in my capacity as Chairperson of NeuroBridge Autism Center, a non-profit organization dedicated to providing comprehensive services and support for individuals with autism and their families. Our work is deeply rooted in serving the community, and we have identified a significant opportunity to enhance our impact through the utilization of unused state-owned buildings.
During the National Assembly committee meeting on 21 September 2022, the Department of Public Works and Infrastructure (DPWI) briefed the committee on the review of unused properties. The minutes of this meeting, which included a briefing by the Deputy Minister, highlighted the urgent need to develop a process for the distribution of these properties to non-governmental and community-based organizations. This discussion underscored the potential benefits that such a process would bring to communities across the nation.
Despite previous communications sent to various DPW officials seeking guidance and assistance in this matter, we have yet to receive a response. The absence of a formalized process has been a barrier to progress, leaving many buildings vulnerable to vandalism and neglect. It is with this in mind that we seek the Portfolio Commitee's intervention.
We propose the following considerations:
Development of a Clear Process:
•Establish a transparent and accessible framework that allows NPOs to apply for the use of unused state-owned buildings.
•Provide guidelines on the requirements and criteria for eligibility, ensuring a fair and equitable process.
Donation of Buildings to NPOs:
•Consider the possibility of donating buildings to NPOs that may not meet the leasing requirements but whose mission align with that of the DPW.
•Implement a monitoring system to ensure the donated properties are used effectively for their intended purpose.
Urgency of Action:
•Recognize the immediate need to address this issue, as unused buildings represent a lost opportunity for community development and support.
•Prioritize the implementation of interim solutions while a long-term strategy is being developed.
We believe that with your support, we can unlock the potential of these dormant assets to create vibrant community hubs, educational facilities, healthcare centers, and more. Such an initiative would not only serve the immediate needs of our communities but also pave the way for sustainable development and growth.
