Dear Portfolio Committee on Sport, Arts and Culture,
I am writing to request clarification regarding the cancellation of the Revised White Paper on Arts, Culture and Heritage, as recorded in the proceedings of the Portfolio Committee on Sport, Arts and Culture during the Budget Vote Report of 4 July 2025.
During the meeting, Ms Mmolotsane referred to the cancellation of the White Paper and raised concerns about the R3.1 million feasibility study commissioned under the previous administration. She noted that, despite this expenditure, the department continues to appoint councils to entities without implementing the amalgamation process proposed by the study. She also suggested that National Treasury may need to be called in for further explanation and accountability.
In light of these concerns, I respectfully request confirmation of the following:
Whether the Revised White Paper has in fact been formally cancelled.
The reasons for its cancellation, including any documentation or internal memoranda that informed this decision.
Whether there are any plans to implement the recommendations of the feasibility study, particularly in relation to the proposed amalgamation process.
Whether the Committee intends to pursue further oversight or engagement with National Treasury regarding the expenditure and the decision to abandon the project.
I would be grateful for any clarification or documentation the Committee is able to provide on this matter.
