Dear Portfolio Committee on Health,
We, the South African Liberated Public Sector Union, SAFTU affiliate, Far East Rand Hospital Branch. Hereby humbly request the intervention of Portfolio Committee on Health in getting relevant political leaders and officials in the Department of Health to intervene and address the above matter at the above hospital.
Corruption, raging from jobs for sale to fraudulent appointments, and deliberate Maladministration, raging from Financial Misconducts to Flawed Procurement processes, are not only rampant, but they are effected as if it's a mandatory prescribed government program, at the above mentioned hospital.
As a union, we speak with authority and confidence about the subject of Corruption and deliberate Maladministration at this hospital. We can easily prove not only recent corruption cases, but 5 year old cases too, under the tenure of the then CEO who ushered the hospital into the current status quo, he is currently at Tembisa Hospital, accused of similar charges.
We have literally written a barrage of emails to almost all levels of governance, departmental to no avail. The few emails that have been acknowledged and responded to, lack sincerity and urgency considering the sensitivity of the cases are have reported and safety of the whistle blowers. The CEO, appointed in November 2019, despite being under investigation for allegedly claiming 2 years of overtime he didn't do, is extremely hostile to whistle blowers, ignoring letters and emails reporting corruption, dispute a Gauteng Provincial Legislature report dictating that he ought to encourage whistle blowing and institute Fraud Awareness Campaigns.
A week ago, despite grave concerns of his safety emanating from attempt on his life 5 years ago, the Branch Chairperson, indicated that he was ready to give testimony at the State Capture Commission if needs be. We have since written an email seeking clarity on procedures of deposing an affidavit, but still it's not fair an individual to risk his safety while there prescribed departmental procedures to report such cases.
We are prepared to send a delegation at your convenient time and venue, to make comprehensive submission with credible evidence. As a union we do not represent our members only, but the communities that we come from too. Corruption and Maladministration play a critical role in tragedies, Life Esidimeni and recently the death of 10 babies at Tembisa Hospital, that have befallen the health sector.
We hope that our plea will for an intervention will receive your most favorable consideration
