Dear Portfolio Committee on Human Settlements,

This serves to inform the committee of various procurement irregularities and fraudulent allocation of contracts for transfer of RDP houses to unqualified attorneys by officials of the Eastern Cape Department of Human Settlements.
The procurement process is manipulated through the allocation of contracts to attorneys without submission of valid bids as well as attorneys who are not qualified Conveyancers.

The officials award irregular and unlawful contracts to some Conveyancers whilst others have not received contracts despite having been appointed as far back as 2023.
There is no accountability by officials and as a consequence the is a backlog in the Title Deed registration process.

Officials deliberately neglect setting up introductory meetings between Municipalities and Conveyancers with intention to frustrated some conveyancing attorneys who ultimately abandon the work, which then is referred to a select group of conveyancers in exchange for bribes and kick backs.

Conveyancers from outside the Eastern Cape are allocated contracts without submissions of tender bids.

Attorneys who are not qualified Conveyancers receive and are allocated contracts.

There is absolutely no transparency in the procurement process!
