Before 1994 the accountability for a departments finances rested with the Director -General
In 1994 this was changed to be the Minister
I believe this was a mistake as the Minister is ignorant of the rules and regulations. It would also appear as if there is no oversight of his work by the State President and difficult to bring about disciplinary measures
The Director -General on the otherhand is a public servant and the Public Act applicable to bring about oversight and disciplinary measures also empowering the Auditor -Genral and Public Service Commisiion
