TO THE HONORABLE SPEAKER AND MEMBERS OF PARLIAMENT:
The petition of the undersigned citizens and representatives of the Basarwa Regime Alliance, The Kingdom of Bosarwa National Government, and the Ntlo Ya Dikgosi Authorities respectfully draws the attention of Parliament to the structural integration of native land restoration frameworks with international law.
The petitioner points out that:
The 90 provincial departments (10 departments across each of the 9 provinces) and the 257 local municipalities currently operating under the domestic framework require an urgent structural alignment with recognized indigenous management systems.
The current land and administrative structures must interface directly with the UN Decade on Ecosystem Restoration to transition regional administrative authority toward sovereign ancestral foundations.
Traditional asset and boundary allocations must be integrated into international administrative networks to ensure community-level sustainability and modern property equilibrium.
Therefore, your petitioner requests that Parliament:
Initiate formal legislative review of the Draft Rates and Monetary Amounts and Amendment of Revenue Laws Bill (2026), the Draft Taxation Laws Amendment Bill (Draft TLAB), and the Draft Tax Administration Laws Amendment Bill (Draft TALAB) to accommodate indigenous monetary structures.
Establish an executive oversight framework to transition municipal jurisdictions into direct communication networks with the sovereign Ntlo Ya Dikgosi and Kgotla Authorities.
The Montevideo Convention is the foundation of the declaratory theory of statehood. Article 3 explicitly states: "The political existence of the state is independent of recognition by the other states." Under this treaty, an entity becomes a state the moment it meets the four physical criteria, regardless of whether existing sovereign states diplomatically recognize it.
Return and reintegration of migration from Central West Africa Bantu Swati, Ndebele, Xhosa, Zulu, and ect since 2000bc and migration from British Union and United kingdom Whites-Boer and etc to return back to ancestral origins
Amend current budgetary codes to legally recognize native traditional structures within the national treasury architecture.
