Dear Standing Committee on Finance, It was reported 21 June 2023, M, Maqhina in the IOL Cape Times that the C-19 No Fault Compensation Fund payout were aa follows:
1. R450 000 for a death claim
2. R171 000 for a temporary disability claim
3. R5 600 for private doctor consultations
But the above figures do not align with the DALY method.
The DALY is the abbreviation for Disability-Adjusted Life Year - a health metric that measures the impact of premature mortality and disability.
The DALY payout figures applied to the C-19 No Fault Compensation payout should be:
1. R490 000 is the minimum value per year
2. R990 000 is the highest value of compensation per
year.
Why the discrepancy?
With the DALY method manipulated it can be considered unethical practice?
Will this be rectified for the claim payouts?
As the C-19 No Fault Compensation Fund claim process will end June 2027 when will the claims be paid?
Notably the vaccine victims have suffered from date of vaccination and this is the starting point of calculation of claim.
