Dear Portfolio Committee on Land Reform and Rural Development,

Stormwater Drainage and Pedestrian Infrastructure Development Project in Sebokeng, focusing on Masoheng, Moshoeshoe Road, and the Hostels-Zone 17 corridor:

PROJECT TITLE:
Sebokeng Integrated Stormwater Drainage and Pedestrian Infrastructure Project
PROJECT LOCATION:
Masoheng, Moshoeshoe Road, Sebokeng Hostels (Interior and Exterior), Zone 17, Sebokeng Library Precinct
IMPLEMENTING ORGANIZATION:
Black Organisations Youth Boy (NPC)

PROJECT BACKGROUND AND PROBLEM STATEMENT
Heavy rainfall in Masoheng and along Moshoeshoe Road results in severe water accumulation due to poor drainage infrastructure. This leads to flooding, stagnant water, and muddy conditions, particularly around pedestrian paths, the Sebokeng Hostels, and community readiness plan such as the Sebokeng library. The lack of proper pedestrian walkways and pavements further affects mobility, especially for children, the elderly, and persons with disabilities.

PROJECT OBJECTIVES
1. Construct an integrated stormwater drainage system to channel rainwater from Masoheng and Moshoeshoe Road into a central drain between the Hostels and Zone 17.
2. Rebuild and expand existing stormwater drainage channels to accommodate high water volumes.
3. Install underground water storage tanks or soakaways to manage excess rainwater and reduce surface flooding.
4. Build pedestrian walkways and pavements along Moshoeshoe Road, around the library, and throughout Sebokeng Hostels (interior and exterior).
5. Promote environmental health and safety by reducing stagnant water, which attracts mosquitoes and increases disease risk.
6. Create temporary employment for local youth during construction and maintenance phases.

PROJECT COMPONENTS
1. Survey and Design Phase:
o Hydrological study of Masoheng to Zone 17 catchment.
o Engineering designs for new stormwater channels, culverts, soakaways, and pavements.
2. Drainage Infrastructure:
o Large storm drains along Moshoeshoe Road and Masoheng.
o Central channel linking to the water course between Hostels and Zone 17.
o Water capture and underground storage units for excess rainwater.
3. Pedestrian Infrastructure:
o 2-meter-wide paved sidewalks and crossings.
o Paved walkways surrounding the Sebokeng Library and Hostels.
4. Environmental and Safety Features:
o Storm grates, manhole covers, and safety signs.
o Trees and green buffers along pedestrian paths.
5. Community Engagement and Labour:
o Hire local workers and contractors.
o Conduct public awareness on drainage care and maintenance.

ESTIMATED BUDGET
(Detailed costing will require engineering input, but here’s a rough breakdown idea)
• Survey & Design: R500,000
• Drainage Construction: R4,000,000
• Water Storage Systems: R1,500,000
• Pedestrian Infrastructure: R2,000,000
• Landscaping & Safety: R500,000
• Labour & Community Outreach: R500,000
Total Estimate: R9,000,000

EXPECTED OUTCOMES
• Reduced flooding and mud-related hazards.
• Improved public mobility and safety.
• Beautification of the Sebokeng Hostels area and community library.
• Job opportunities and skills development for local youth.
