VAT paid by the poor should not be the same paid by the rich. To correct this is to separate supermarkets by status. An example is most middle class and wealthy shop at the higher end supermarkets such as checkers and picknpay and the poor mostly shop at shoprite and boxer stores. Shoprite is owned by checkers and boxer is owned by picknpay. So bring VAT to a level playing field by charging a higher VAT at high end supermarkets and charge a lower VAT at low end supermarkets.
