Dear Portfolio Committee on Justice and Correctional Services,

It's a known and irrefutable fact that a senior correctional service official by the name of Bheki Mlambo was irregularly appointed to his post as Head of Centre of Westville Correctional Centre Medium B Durban. The minimum educational qualifications to hold such a post is a university degree and seven years working experience in corrections which the said individual does not possess and never did at the onset of obtaining his post 5 years ago.

The said individual has therefore systematically defrauded the state. He further has an appalling track record of destabilising correctional centers and has caused anarchy and inmate deaths in the two correctional centers before his current appointment making news headlines highlighting his ineptitude, gross negligence, cronyism, sexual harassment and abuse of power.

Yet he has been retained in the face of all this. A Google search with his name and DCS will reveal his appalling history and incompetence.


The assistant chairperson of the Westville Medium B parole board has also been irregularly appointed as she does not hold the minimum educatonal requirements or the minimum work experience for the post. The individual is a Mrs Mngoma who holds a mere teaching qualification. The minimum educational qualifications for her post as advertised in the DCS website is a Criminal Justice Degree or a Social Science degree or related with 5 years working experience in a management capacity in the such field. Mrs Mngoma's teaching qualification is not a Social Science or related qualification neither is it remotely related to Criminal Justice in any way. The said female has held this position for a number of years and has an appalling track record of parole board inneficiency. She is also guilty of defrauding the state as well

The chairperson Mr Boniface Shabangu was also irregularly appointed holding a mere Theology degree and a Child and Youth development Diploma. He also according to the DCS website does not hold the minimum educational qualifications and minimum work experience to have acquired such a post. Kindly check DCS website for minimum requirements for a parole board chairman.
