Dear Standing Committee on Public Accounts (SCOPA),

Independent South African National Civic Organisation (ISANCO) after reading negative media articles last year about BCMM's Finances, submitted a petition to BCMM Executive Mayor and Speaker on 27/11/2023.There was no response and even after we referred the matter to MEC COGTA in Eastern Cape.

We further petition BCMM for not consulting communities for 202/2025 IDP and Budget and adopted it without folliwing due processes.

The Office of National Treasury was also engaged on the matter but find nothing wrong with BCMM. We are firm that there was violation of Constitution with specific reference to Section 152 and Municipal Systems Act by the City.

We wish to ask SCOPA to intervene and investigate.
