Dear Portfolio Committee on Human Settlements,
Thre Hull Street Social Housing Project, which is a Gazetted Presidential infrastructure Project has been left out for assistance and intervention by thre SHRA.
The project is currently sitting at 75% to completion and is the only viable social housing project for the entire Northern Cape Province.
The project was approved during the pre-covid era and using the old grant quantum of 2019 , and thus caused the project to be not viable going to completion.
There are various litigation emanating from the 2 appointed Principal Contractors of which the SHRA is refusing to adress as a Regulatory Authority of social housing in the Republic.
There are signs that vandalism and materials theft is starting to destroy the project, which can be interpreted as fruitless and wasteful expenditure on the part of the SHRA.
My recommendation is that the Human Settlements Portfolio Constantia intervenes and salvage the project in order to safeguard state expenditure being lost and to prevent fruitless and wasteful expenditure on money already disbursed ( R167m) to the project.
The SHRA is being selective and exclusionary in addressing distressed and blocked projects and the Human Settlements Portfolio needs to delve deeper in this matter , which affects almost exclusively black owned and run SHIs.
