My Comment is basically into the process of classifying a Bill into one of the four categories below is called tagging and will determine the procedures the Bill must follow to become the law. if a Bill does not clearly fit into one category, it is usually redrafted or split into more than one category Bill (Bills are tagged by the Joint Tagging Mechanism) Close Code (JTM)
From the Bill on the National Sector Strategy in terms of Small Business Development 5.1 Subjected to the President that He Must Review the National Strategy After (5years)

The National Strategy Should always be Evaluated Before Revie since some Small Business Development Strategic frame work Was the Best for the Country now if we revie without Assessment or Progress Monitoring and achievement to that strategy since the result will give us the impact of the strategic implementation target

by Scaling the Strategic Achievement Result give birth to operational goal and Corrections that will determine if the strategy was best for the Country or not
