Minister Mchunu remember that the constitution was created by majority of those who were released from jail and in exile. It is not an accident that our constitution is criminal friendly. The constitution, as a partner in combating crime must be amended to strengthen the fight against crime. It might help to take a trip to New York City to learn how they fight crime. America’s law enforcement is localized to the States and Cities. Each city has its own police commissioner.
