Dear Portfolio Committee on Women, Youth and People with Disabilities,
I Aaron Zwelinzima Kenene from the Mahikeng Local Municipality Disability Forum hereby wish to enquire when and how long will the White Paper on the Rights of Persons with Disabilities (WPRPD) remain a whitepaper before enactment?
From my experience, those entrusted with the policy directives by this piece of law, remain reluctant and do not allow the rights-holders to take charge thereof but only submit a presumptuous cooked stats/information relating to achievements. It should be honestly accepted that the programs aiming for improving the lives of Persons with Disabilities is far from been efficiently effective due to the wrong mechanism suggested for implementation processes.
Firstly, the beneficiaries have in general no idea what the WPRPD is all about. It ends in the desks and drawers of those who suppose to implement it.
Secondly people appointed to facilitate the Implementation of the programs have no passionate interest as they are not literally affected, those who are relevant have been undermined and instead further remain a burden to be served.
Institutions may claim to encourage participation through pretentiously honoring certain provisions by acknowledging the existence of representatives for the course, yet no supportive measures are meted out.
Participants are told that they cannot be entrusted with resources such as tools of trade that will enable them to execute their duties diligently.
People's roles in advancing the interests of those affected are limited by those in control as everything is conducted according to their choice.
All these are happening in Northwest province municipalities including at the Premier’s office which one would have expected to give a clear direction on the provisions and processes to be followed.
