Dear Portfolio Committee on Electricity and Energy,
Dear City Power Management, City of Johannesburg, and Ward Councillor,

I am writing as a concerned resident of Tshepisong to submit a formal complaint regarding the ongoing electricity crisis in our area and the promises made to residents that have not yet been fully implemented or communicated.

During the electricity community engagement/imbizo held in August 2026, City Power and City of Johannesburg representatives committed to a phased six-month programme to normalise electricity supply in Tshepisong. Residents were informed that the intervention would include meter audits and replacements where needed, transformer upgrades or replacements, repairs to damaged and deteriorating infrastructure, strengthening of the network, and improvements to ensure a stable electricity supply.

Despite these assurances, many residents continue to experience unreliable electricity supply, repeated outages, and uncertainty about when faults will be permanently repaired. Some households have been without consistent electricity for extended periods. This has caused serious hardship, including loss of food, inability to charge phones, disruption to children’s schoolwork, safety concerns, and difficulty running households and small businesses.

We understand that illegal connections, vandalism, and damage to infrastructure are serious issues that must be addressed. However, residents who are willing to comply, purchase electricity, and cooperate with the normalisation process must not be left without clear communication or reliable service. The community needs practical solutions, not only promises.

We therefore request the following in writing:

A clear ward-by-ward or phase-by-phase schedule showing when electricity repair and normalisation work will be completed in Tshepisong.

Confirmation of which transformers, lines, cables, meters, and substations are currently faulty or awaiting repair.

Weekly public progress updates on the six-month intervention, including work completed, work outstanding, and reasons for delays.

A clear explanation of the status of the promised transformer upgrades, meter replacements, network reinforcement, and the additional Eskom lines linked to Vlei Substation.

A dedicated contact person or escalation channel for residents whose households remain without electricity.

A fair process to ensure that compliant and paying households are not denied essential electricity service because of problems elsewhere on the network.

Written confirmation of the measures being taken to prevent recurring faults, protect infrastructure, and restore a safe and reliable supply for all residents.

We request a written response within 14 days of receiving this complaint. If no meaningful response or action is received, we will escalate the matter through the ward councillor, City of Johannesburg complaints channels, community structures, and relevant oversight bodies.

Tshepisong residents deserve reliable electricity, honest communication, and delivery on commitments publicly made to our community.
