Good afternoon my Portfolio Committee
I wish to.appreciate this Bill but how I wish this enforcement Policy should have been drafted long time ago - citing the gross influx and congestion which will be in the current available schools when most school buildings were vandalised by our Communities nevertheless I commend you Your Excellency, the President of the Republic, the Presidency, Cabinet Ministers and entire Education Ministry or this Bill - linking this with enforcements vs jailing of parents to fail convincing the children to go back to schools, question arises: Learners dropped out of school for many reasons one of them was
1) Maybe insuffcient remedial strategies to assist, encourage and support them to better their reading and spelling capabilities as teachers didn't have ime.to assiste them due to other Administrative commitments
2) Yes I understand we do have Service Schools and Technical School earmarked are those schools equipped with tools suited for the skills to be offered,
3) Caution: State of readiness in terms of environmental factors which sent them to streets than to schools - what program do we have to stimulate their interest to willingly go back to schools, the impact of such in boosting their morale and confidence which will see them as respected and dignified citizens to help the offer to make them

My Recommendations:

1) Introduce the Caps Curriculum in a Straggled Learning Program because most of these learners might be affected by weight in the learning areas noting the scenarios we came accross - the fact that the learner would pass 3 learning areas this year when repeating fail the ones that have been passed (Flipflopping) maybe from Grade 4a be a Straggling class and Grade 4b "normal" within the same school corridors but they in the same Grade but different intervention. 2) Those who are struggling to read and write introduce Individual Educational Plan through ultimate phonological reading from the Foundation Phonetics and single syllables of SpeldSA, Coding and e-Learning from Optimi College as most of them are good in technology we are creating Reading with Fun
3) Equip the Current Technical Schools to have more workstations in Sewing, Welding, Baking, Woodwork, Tiling, Plumbing as Grades grow we introduce Major who are already in the pipeline like Beyond Limits Multipurpose and others in LSPID Special Needs
4) Do as we did at Beyond Limits Multipurpose Collaborate with Accredited Institutes to assist Intermediate Technical Schools Beyond Limits Multipurpose and others in LSPID or ECCluster
5) Number of schools will not be sufficient as most of them closed down and were vandalised
6) Municipalities to help with Audits of Government Buildings evaluated so they can be used as INTERMEDIATE TECHNICAL SCHOOLS - Make an enforcement for it to be the duty of all stakeholders and Departments to ensure are revived
7) Ensure enforcement of Companies to assimilate the trained learners from Grade 9/10 (Level 3 at Beyond Limits Multipurpose the level where they understand instructions)
8) Ensure they are trained in Major Gross/Fine Motor Skills to build their muscle tone than minor skills with no impact on the Demand and Supply of goods as major contributing factors to the economy and well-being of the Nation.
9) Enforce placement after walkin audit has been done in each Sector to address Employment Equity for we can't manage to train youth and young adults for unemployment after each year of learnership placement NO we will experience these Criminal elements in our Communities if we let the status quo remain in learnership programs. .
